in that breaking news is in daly city, where the bomb squad spent hours looking over a toyota sedan blown apart by an explosion of some kind. it happened about 1015 this morning in a residential neighborhood at west line and skyline drives. people heard the blast from miles around.

>> i grew up in england during the era terrorist attacks, and there was a massive bomb at about five miles from my house, and it was the same thing. it was just a huge bang and jolt. >> the daly city police department released a statement just moments ago saying the cause of the explosion appears to be an accidental blast involving a propane tank that was in the car, and it is an isolated incident. no reports of any other damage from the blast or thankfully, any injuries. good evening. thanks for joining us. i'm dan ashley and i'm ama daetz. >> we're also following a separate incident in oakland that happened earlier today. >> a chemical explosion sent three construction workers to the hospital. one of them was critically injured, while the other two suffered minor injuries. officials say they were in the first floor apartment of a fourplex on martin luther king junior way near 61st street in north oakland. a some sort of chemical reaction caused a small explosion that burned all three workers. >> it looked like it was more of

kind of like a flash fire, a big quick burst of energy broke the windows out. lots of smoke, small amount of fire went out rather quickly. no extension to any of the other apartments. >> oakland fire investigators are trying to pinpoint what caused that huge explosive flash. the process is complex. >> everyone thinks it's just an easy you know, grab the ballots and recount them. it's not that the recount process is winding down now in the silicon valley congressional race that ended in that dead tie, three candidates are moving on to the general election unless the recount finds different results. >> abc seven news reporter zach fuentes has been following the process and is live in our san jose bureau with more on zach. where things stand now. >> well, dan, votes in this race are being counted in both san mateo and santa clara counties and both counties telling me today that they are just about done with that actual process of recounting. now, there's just more than a dozen ballots that need some verification. all of

this part of what the counties call a complicated but thorough process, the primary race for the district 16 congressional seat has led to unprecedented results. >> we ended up with two candidates exactly tied for second place, this means that that three people would go to the runoff in november instead of two. >> the initial results of the primary showed that sam liccardo was in a distant first place to move on to november, with evan low and joe simitian tied for second place. but a request for a recount came soon after the election. certification. that request came from jonathan padilla. according to his linkedin profile, he was a policy and finance director for liccardo's 2014 san jose mayoral campaign. he requested the recount on behalf of low low's campaign, said they're not connected with him, insisting padilla is acting on behalf of liccardo's campaign. liccardo's team is also not claimed. a current association with padilla. >> it's unclear exactly. he, you know, if there's been any coordination between been the front runner, sam liccardo and

the person requesting the recount, but but that's kind of how the political dynamics shape up in this case, that the person who actually came in first, might like to have a two person race rather than a three person race in november. >> the person requesting the recount has to pay for it. but now, because of the unusual circumstances in this three person race, the requester will not be refunded no matter the result. in this situation, one of the election codes actually says that you cannot get a refund if the two candidates were entitled to be on the ballot in november, and both of them qualify to be on the ballot in november, so there's no refund. san mateo county tells us that it's had around 16 ballots that are challenged. they're working with the u.s. postal service to determine if the ballots were sent by the election day deadline and can count. still, as far as rescanning the ballots that are not in question, both counties say they expected to have that done by wednesday. >> there's a lot of pieces to it that people think is such an easy process, but a lot of steps to it behind the scenes, and we

want to make sure that we do every single thing efficient. >> now, i just got off the phone with san mateo county's assistant chief election officer just before coming on the air right now, he said that they are done re scanning the ballots that can be counted, that are not challenged. and right now, those results are showing the exact same thing as the initial results showed. but there are still those challenge ballots that they have to go through, he says. that's going to be a couple of days where they will know if they can count those ballots, and that could make the difference in this race. we're also expecting some final results from santa clara county. we'll have an update for you as soon as we get it from them. right now, live in san jose. zach fuentes, abc seven news. >> all right, zach, thank you so much. a trial date has been set in the attempted murder case against former ufc heavyweight champion cain velasquez. a santa clara county judge scheduled the trial to begin on september 9th. velasquez was silent in court today, letting his defense attorney do all the talking. he's accused of pursuing and shooting a man during a high speed car chase in south san jose in 2022. that victim is accused of molesting velasquez's

four year old son at a daycare. >> abortion rights are back before the us supreme court, with a decision in a high profile case expected this summer. >> in june, the justices heard arguments today on a challenge to an abortion ban in idaho. the state prohibits doctors from offering abortions in nearly all cases, the only exception when a pregnancy threatens the life of the mother. the biden administration argues that goes against a federal law. justices appeared at odds in their questioning today. >> idaho's law and impala are consistent. they both seek to protect the lives of women and their unborn children. >> what idaho is doing is waiting for women to wait and deteriorate, because the doctors are facing mandatory minimum two years in prison, loss of their license, criminal prosecution when the doctors can't provide the care and in arizona, meantime, lawmakers are trying to repeal that 1864 law against almost all abortions. >> the state's attempts in the last two weeks were shot down by republicans and a handful of

democrats. but today, the repeal won approval in the state house because three republicans joined in with all 29 democrats. if approved as expected in the senate, arizona would allow abortions up to 15 weeks. >> in the wake of that decision. in arizona, governor newsom is now offering arizona doctors the ability to perform abortions in california. abc seven news reporter tim johns has been following this story for us and is here with some answers. tim. >> yeah. now, part of the reason why the governor says he supporting this is because he wants to ensure that abortion access for californians isn't impacted. the idea behind it is that by allowing arizona doctors to perform abortions for their patients in this state, than any potential influx of new patients here won't take away appointments from california residents. governor gavin newsom, surrounded by the california legislative women's caucus wednesday, the group gathering to announce a new proposal that would give arizona doctors the ability to perform abortions for their patients here in california, a direct response to a recent arizona supreme court decision that

effectively bans all abortions in the state. >> this arizona law is the first border state law that will directly impact the state of california. >> during the news conference, newsom stressed that california had an obligation to respond to the 1864 law that will soon dictate abortion access in arizona. however, given the current patchwork of abortion laws that exists around the u.s, experts say laws like the one newsom is proposing could face legal challenges. >> just the way that we've seen things sort of folding out in the last two years since roe was overturned, i think it has to lead in that direction. >> beyond the legislative debate , abortion providers here in the bay area say they've already seen an increase of patients from both inside and outside the state since the dobbs decision. >> just here at norcal, in our 20 counties, we have seen a 38% increase of patients seeking abortion services. >> on wednesday, the arizona house voted to replace the 1864 law with a 15 week ban on abortion, a move that planned parenthood northern california

says won't stop a new influx of people here seeking care. that's why, despite the steps they've already taken, garcia says he and his colleagues know more work needs to be done. >> making sure that our workforce is up to date, that we're making, that we're hiring enough clinicians, enough support services to continue to support those individuals that are coming from other states. >> now, newsom's proposal will need to pass both the state assembly and the state senate by a two thirds majority to become law in the studio. tim johns, abc seven news. >> all right, tim, thank you. today, the us is one step closer to a countrywide tiktok ban following a signature from president biden, who it could hurt and help in silicon valley. >> plus, could a major insurer increase home policies in california? what a representative for all state recently announced at a public hearing.

starts the clock for the china based company bytedance to divest in tiktok or face a us ban. abc seven news south bay reporter dustin dorsey explains what this may mean in the tech world. >> make no mistake, this is a ban, a ban on tiktok and a ban on you and your voice. >> despite attempts in the past. this is a ban that now has a clear path forward with national security in mind. president biden signed a bipartisan bill that would require tiktok parent company bytedance to divest of the app or face a nationwide ban that blocks updates and future downloads until tiktok essentially disappears. congressman ro khanna has been against the ban. from the start, i thought that the ban on it was overbroad. >> let's ban the chinese communist party from interfering in algorithms. let's ban our data from going to china. but don't ban the speech of americans, 170 million users and

7 million businesses use tiktok in the united states, and the company is growing. >> our partners at the bay area news group report that bytedance , which already has leases on coleman avenue, is subletting more space along the coleman highline for tiktok offices in san jose. a ban would leave these employees without a job, but tech expert omid bonhofer says tiktok silicon valley neighbors may stand to benefit. >> it's going to be a boost for, the other social media because now the user is going to start switching to the other social media, but it's not going to happen overnight. >> the bill gives china based bytedance no more than 12 months to sell the company before a ban, and a legal battle would extend that timeline. a fight tiktok ceo sho chu intends to have. >> rest assured, we aren't going anywhere. we are confident and we will keep fighting for your rights in the courts, the facts and the constitution are on our side and we expect to prevail again. >> csu east bay professor of communications nolan higdon says tiktok has fared well in the

courts in the past, but this may not be the government's final attempt at regulation. higdon says this is the latest example of the biden administration targeting big tech, and it may not be the last. as we know, there are a lot of bills sitting in congress right now. >> many of which are expected to come up this year, so this could be the start of something big in big tech. >> dustin dorsey, abc seven news, san francisco public safety officials sported denim today to raise awareness about sexual assault. >> top police brass, along with victims advocates, gathered at police headquarters in a powerful show of support to victims. denim day dates back to 1998, when an italian court overturned a rape conviction because the victim's denim jeans were too tight. justices believe the victim must have had a hand in removing them, implying consent. the decision sparked outrage. >> the denim day has since become a worldwide event where millions of people wear denim to show solidarity with survivors of sexual assault and to

talk about the cloud cover that is still stacked up over the south bay right now. hard to see anything. a lot of clouds at this hour, but you're starting to notice some of that is breaking up in the northern part of our viewing area. and that is because as you take a look here, the area of low pressure that has been keeping us in this cooler than average pattern with the marine layer, it's right there. it's moving towards southern california. we are seeing thunderstorms in the sierra. there's another system that's coming our way for tomorrow night into friday that could bring us a couple of sprinkles. so right now let's talk about those winds 21 mile an hour gusts right now in livermore, 20 in novato. pier 39 camera a lovely view. clouds are stacked up, no doubt about it. but the sea lions don't seem to be bothered by this or the visitors. low to mid 60s from san francisco to oakland. hayward 65, san jose 57, and half moon bay, walnut creek camera a lot of cloud cover there as well. 62 in santa rosa, you're at 59 in petaluma, upper 60s around places like fairfield 64 and concord from our

really, an isolated shower or two pops up through the noontime hour before this moves on out of here. okay, rainfall estimates not expecting a whole lot if we get anything, maybe 100th to 607 inch in half moon bay. the biggest change you're going to notice is the winds are going to kick up tomorrow afternoon, picking up over 30 miles an hour in spots. tomorrow night 2530 mile an hour winds. and then friday will notice those winds really ramping up almost 40 miles an hour there on the coast and over the higher terrain. your morning temperatures, 40s and 50s, your afternoon highs will be in the upper 50s to the low 70s, partly to mostly cloudy. and here's a look at the accuweather seven day forecast. it's going to be below average again. and breezy friday. there's a chance of an isolated shower or two in the morning a windy day, the sun is back for the weekend and so is the milder weather. mid 70s inland for outdoor activities will go mid to upper 70s for the start of the workweek and wednesday is a little bit cooler. so dan and just overall looking good.

men's and the oakland high women's teams as they were honored at the oakland zoo. >> oh, the joy a championship can bring. >> it's like kind of a fever dream. i still have to process it like, oh my god, we won. >> i feel like it didn't sink in until we went like back to school for a while and people started talking about it. >> it's been almost two months, but it still feels like yesterday when they brought home these trophies from sacramento. >> it was just really, really exciting for us to win our last game and for them to end the season on a high. >> the oakland tech men and the oakland high women both won state championships in basketball. it's the second year in a row both teams finished top in the state for their respective division. >> feels good to, you know, have achieved what we set out our goal right. and that's what we try to do every year. but we learned some good lessons along the way. >> lessons that stretch beyond the basketball court, keeping your grades up in school and then after school, you got to go to practice, going to practice, put in, work in.

>> and practice is like basically putting work in in school. yeah, just managing your time. >> well, all of that time and hard work paid off at the oakland zoo wednesday, the district and city leaders honored these two teams not just for winning the title, but for representing the city. >> we're just excited to celebrate them and to have something for them, from them, about them to uplift in oakland. and i think all eyes on our youth. >> oakland has faced a lot of challenges in the last few years, and the residents and the city leaders continue to find solutions to the problems they face. but these two basketball teams will be the first to tell you that hard work and resiliency will lead to success. >> it don't matter what your home life is, or even if your home life is tough, there's always something else that you could do that is positive. even if there's a lot of negative going on. >> oakland overall, we have lots of talent, lots of great players, lots of people who are willing to want it and what they want is for oakland to flourish in the east bay.
