"early today" starts right now. good morning. i'm frances rivera. we begin this morning in texas where devastating flooding wreaking havoc in the dallas and houston areas. on sunday a child was killed

after the car he was traveling in was swept away. and today many residents remain in harm's way as more severe weather could strike the region. nbc's priscilla thompson starts us off. >> reporter: at least one person is dead as dangerous floodwaters rage across texas. body cam video shows houston police rescuing this man and three dogs after being trapped in at least 8 feet of water in a flooded trailer park. >> oh, that is floating. >> reporter: in dallas passengers struggling to escape rushing water on a roadway and this empty horse trailer floating away in hamilton, texas. since friday, hundreds of people and pets have been rescued across the state. a made a days' long deluge that has dumped more than 2 feet of water in some areas. >> this is the worst flooding i have ever seen in my career. >> reporter: this water swallowing an elevated roadway. then explosion and electricity crackling along the power lines,

likely caused by the wet weather. >> that's crazy. >> reporter: the view from above showing homes under water, sinking cars and submerged street signs. >> very little sleep. worrying about the water going in the house. hopefully it didn't go in. >> this year was bad. >> reporter: some like erica and frank, returning home to find almost everything destroyed. >> this is wild who see how much damage it does. that's overwhelming. >> to think about just moving all this stuff in 14 days ago. >> we still had stuff inboxes. we had stuff over there and the garage was full of stuff. now it's everywhere. >> reporter: for those in the flood zone the threat isn't over yet with major river flooding expected to last the next few days. officials are urging people to be careful if they are trying to get back into their homes because of scenes like this. you see those homes back there that appear to be okay, but take

a look at the road leading into this neighborhood, you can see based on that sign just how high this water still is and they are worried that people could get caught in that on their way home and that it could lead to more rescues. back to you. >> priscilla, thank you. we will get the forecast from michelle coming up. breaking overnight, israel a warning thousands of civilians do begin evacuating from the city of rafah in the southern gaza strip ahead of an imminent invasion. nbc news reports cia director burns is heading to israel this morning in a last-ditch effort to salvage truce talks between israel and hamas. it's happening at a critical time when the head of the world food program confirming reports of mass hunger in an interview on "meet the press" yesterday. >> what i can explain to you is that there is famine, full-blown famine in the north and it's moving its way south. >> let's go to nbc news foreign correspondent claudio lavanga. good morning.

what's the latest? >> reporter: good morning, frances. the spokesperson for the israeli defense forces that are briefing confirmed there is an ongoing evacuation of about 100,000 people from eastern rafah. he didn't say how long this is going to take but he said this is not a wide-spread evacuation but only effects the eastern part of the town. he also confirmed -- the idf also confirmed that they are informing residents, including dropping flyers and encouraging them to move to what they say is an extended humanitarian area, in particular throughout a town on gaza's coastline officially to allow them to have more access to humanitarian aid, but the fear is that this is in preparation for the much announced and anticipated ground military invasion or operation by israel into rafah. now, this has been discouraged several times, continuously, by humanitarian organizations and

all eyes on israel including the united states that this could lead to humanitarian catastrophe. there are more than a million palestinians, many who had to flee other parts of gaza because of the war that are finding shelter in rafah. now, as you mentioned, the cia has confirmed that director william burns will travel to israel today to try to -- what looks like a last ditch diplomat at this event to get israel to agree to a ceasefire and hostage release deal before tanks roll into rafah. >> claudio, thank you. there were more police crackdowns on college campuses this weekend. the lapd clearing out a long-running protest at usc. university officials say they called in police about 12 hours after warning the encampment was a violation of policies and the law. and that protesters could face arrest. this is happening as campus protests against the war in gaza spread to the graduation ceremonies themselves.

in ann arbor saturday nearly 75 protesters interrupted the beginning of commencement at the university of michigan. usc has canceled their main graduation ceremony while others have increased their security measures. one person is dead after falling from the sands during ohio state's commencement ceremony on sunday. a spokesperson for the school confirmed that the person dropped near the bell tower at ohio stadium. police are still investigating what led to the fall. the incident did not impact graduation proceedings. former president trump is back in court again today kicking off week four of the high-profile proceedings. there's also movement on the political front for mr. trump with the general election a mere six months away the pressure to pick a running mate is on. dasha burns has more on who is in and who is out of the veep stakes mix. >> reporter: former president donald trump appearing at the formula 1 race in miami and with six months to go in the race for president there's another race heating up to become his running

traffic crash. president biden was spending the weekend in delaware and the secret service said that there was no threat to the white house. good news for thousands of commuters in the northeast, i-95 is back open this morning. the highway reopened ahead of schedule just days after this fiery crash in connecticut closed the road. crews worked throughout the weekend to demolish a bridge in nor walk that was damaged by the fire. it was sparked after a car hit a fuel truck on thursday. i-95 is one of the country's busiest highways. the severe weather won't let up this week. nbc meteorologist michelle grossman is tracking the danger for us. good morning, michelle. >> good morning. another tough day today in the plains, also the threat for severe weather tuesday and wednesday. we have some strong storms moving through the tennessee valley off to the west we have some cooler air working in that's bringing spring snow, the intermountain west and pacific northwest also rain there. into the evening and overnight hours we will see severe weather throughout the plains, texas to

the dakotas, 15 million people under the risk for strong storms. that includes giant softball-sized hail that can cause damage. long tracking and strong tornadoes, also winds gusting over 80 miles per hour, that's hurricane force winds, especially where you see the red and also the orange but could see strong storms within the yellow as well, kansas city, wichita, oklahoma city and wichita falls. the risk for heavy rain, we have a flash flooding risk sioux city down to kansas city, also miles city could see heavy rain as well. concern about river flooding in texas. all these dots indicating river gauges so many at moderate flooding, major floong, we willdi a t stormy weather in oklahoma city, also really warm temperatures into

>> reporter: flying colors comics in concord had comic books flying off the shelves. >> it's a free comic book day, an event that i founded back in 2001 that got its first event in early 2002. >> reporter: owner joe fields came up with the idea and it really took off. >> 60 countries do free comic book day. it's free comics for everyone who comes into the store and it's a happy day, it's a way for us to maybe call back people who used to be comic book readers and for whatever reason just need a little prod. it's a way to thank our current customers. >> i really like comic books because it brings literature and artwork together in this really awesome way. >> reporter: but fields says flying color comics, their time at this location at oak grove plaza will be coming to an end. >> this is extra poignant today because this is free comic book day is the world's largest comic
