to check out. we're live with the details behind her proposal and the growing support in some circles. this is today in the bay and sorry, but this is my voice right now. i'm nursing it. good morning and thanks for joining us. i'm laura garcia and i'm kris sanchez. marcus washington is off. it is nice to see you. nice to be back. i'm sorry that you still are not. i know, it's just been a really tough one. it's frustrating. i bet. i bet the kids love it, though. yeah, because i can't yell at them, that's for sure. hey, let's start out with a look at the forecast this morning. meteorologist kari hall is tracking what we can expect. it is good to have you back. now we are going to start out with temperatures in the low to mid 40s. we're at 44 as you're heading out in oakland, 45 in san jose and 43 in san rafael, while san francisco is in the upper 40s. what a weekend we had and it was still very chilly yesterday, even with the sunshine, we're just going to be a touch warmer than that today

as we're going to also continue on with a clear sky. temperatures in the low 60s in san francisco, 66 in oakland and mid to upper 60s. as you make your way inland, we'll talk about a significant warm up on the way. that's coming up in a few minutes. lauren kris, thanks so much, carrie. well, new overnight israeli defense forces are telling an estimated 100,000 civilians to move from eastern rafah into what israel says is an expanded humanitarian area. what you're looking at are fliers dropped in the city by idf issuing that warning. israel says the evacuation is limited and temporary. it comes ahead of an expected ground assault on the southern gaza city. more than 1.4 million civilians are sheltering in rafah. israel says there's no timeline for that expected invasion. cia director bill burns is in israel today. this is part of the biden administration's push to broker a cease fire and hostage deal

between israel and hamas. today in the bay's brie jackson joins us live from washington, brie, where do the talks stand? good morning. chris. laura. so the latest rounds of negotiations ended without a deal. hamas is calling for an end to the war. while israeli officials claim that hamas is not serious about reaching a truce. as hopes of a cease fire in the israel-hamas war fade, fears of famine in gaza grow. the head of the world food program issuing this dire warning. it's horror. it's you know, it's so hard to look at and it's so hard to hear also. so i'm just i'm, i'm so hoping that we can get a cease fire and, and begin to feed these people. today, israel defense forces urged civilians in eastern rafah to move toward humanitarian areas as israeli officials signal military actions could soon begin in rafah and the gaza strip. cia

director william burns is headed to israel for continued ceasefire and hostage release negotiations. some lawmakers blame hamas for the ongoing crisis on the ground, which is 100% the fault of hamas. just like every civilian casualty in gaza is 100% the fault of hamas. the only way to have permanent peace, economic development and the provision of basic services in the gaza strip is for hamas to be excluded from political governance going forward, as the fighting continues, so do anti-war protests. some of these protesters have become very violent, and students, especially jewish students, have the right to feel safe on a campus. and they've gotten out of control and everybody has the right to protest peacefully. prime minister benjamin netanyahu has vowed to resist international pressure to halt the war. and on tuesday, president biden is scheduled to

make a speech on anti-semitism during a holocaust remembrance ceremony at the u.s. capitol. kris all right. thank you, brie. now, while all of that is happening, the u.s. secretary of state will be here in the bay area. anthony blinken is scheduled to meet with biotech experts in menlo park. he will then head to san francisco for the rsa conference, which focuses on cybersecurity. the main focus is emerging technologies like ai, biotech and more more of the digital world. our bob redell is monitoring those upcoming events for the visit and the conference, which runs through thursday. bob will join us for more in our next half hour. now to a live look at oakland, where police are still investigating sideshow activity about the time of yesterday's cinco de mayo events. opd says it happened in several locations and that people dispersed when the officers arrived. as we often see now. san jose police yesterday tweeted about sideshow activity closing santa clara

street. they later tweeted that the closure was lifted. new this morning, a motorcyclist is dead after a crash in oakland. it happened just before midnight near 73rd avenue, and international police say the victim died after his bike struck a car. the car did stay at the scene and the police closed the street overnight to investigate. at 505 now in oakland, police officer killed in the line of duty last year will be among those honored at a special ceremony today. 36 year old tuan lay was shot and killed while responding to a burglary in progress. the california peace officers memorial ceremony is set for this morning in sacramento. governor gavin newsom, as well as the lieutenant governor, the attorney general and the chief justice of the california supreme court are expected to attend. also today, state lawmakers will consider a new bill which could force self-checkout lanes to check out today in the bay's ginger conejero saab joins us live in san francisco. and ginger, this comes as many stores there have

already made adjustments. you know, just trying to respond to all these retail thefts that we've seen. that is very true. good morning. great to see you, laura. as you mentioned, several stores in the city have already revised their self-checkout strategies. and today, lawmakers will consider making some of those adjustments more concrete across the entire state. now the bill that we are talking about would prohibit grocery stores or retail drug stores from offering self-checkout options unless all of these conditions are met. among them, self checkouts are limited to ten items or less. at least one manual staff checkout station is available. customers are also then prohibited from purchasing certain items, which already exists. an employee can only monitor up to two self-service stations at a time, and that employee is relieved from all other duties while monitoring. now, this bill also requires stores to employ artificial intelligence to complete an assessment before

implementing that technology. and this comes laura, as you mentioned, cities across the state and across the country even have faced a backlash due to brazen thefts at grocery stores and pharmacies here in san francisco, a woman was caught stealing tens of thousands of dollars worth of goods at different target locations. san francisco district attorney brooke jenkins announced that 43 year old aziza graves was convicted of one felony count of grand theft and 52 misdemeanor counts of petty theft. now these thefts were related to ones at stonestown target in particular. she was also convicted of misdemeanor petty theft at abercrombie here in the city from october 2020 to november 2021, the da says that convicted woman stole merchandise with a total value of over $60,000. she would then sell those goods at un plaza. now graves faces more than three years in state prison. her sentencing is due later this

month, but she is currently out of custody now. this bill has some supporters, quite a lot of support, including labor groups. it also has some opposition from some business groups. so this is an interesting one to watch out for. but it still has a little bit a little ways to go guys. all right. but one certainly to watch as you mentioned. thanks so much ginger. all right. let's take a live look over walnut creek this morning. very very dark at this early hour. but it was a little chilly as i walked out the door this morning. carry a little lingering chill from the weekend? yeah, that was from that strong cold front that moved through over the weekend. and that was very powerful for this time of year, especially. and it brought all of our monthly rainfall in one day. well, now we're having a chance to dry out. and it is also very chilly with some sunshine, a mostly clear sky this morning. and it's going to be a breezy day. and our temperatures warm up quickly as we head through the middle of the week into the

weekend. before you know it, it will feel like summer. so we're going from winter to summer all within a week as we're starting out in oakland this morning, it's in the mid 40s, and then as we go throughout the day, we're going to see those temperatures trending into the low 60s for noon. eventually headed up for 66 for today, mid to upper 60 across the bay area. we'll talk about the rest of the week coming up. mike is trying to find you some lower gas prices. we may be in a little bit. better luck this week. i saw a couple of prices that did come down. they're not the lowest. we'll start in the south bay though. the lowest price is in santa clara for the south bay. 467 at platinum gas on washington street at the top of your list here. next comes contra costa county. concord has your best of 479 at valero on willow pass road. and in solano county, that's the north bay. we have a new low in vallejo. it's 496 over there at arco on sonoma boulevard. so check your prices or leave the price updates on gasbuddy.com. folks, let's get you out to the roadways where we have one clear spot that is an

overheating and renewing hopes the federal reserve may start cutting interest rates soon. for the week, the dow in the nasdaq rising more than 1% while the s&p was up half a percent. now in focus this week, we get data on the consumer and jobless claims, plus earnings from disney, uber, airbnb, instacart and reddit. former starbucks ceo howard schultz is criticizing the coffee giant, saying it needs to renew focus. starbucks reported disappointing earnings last week, and in a post on linkedin, schultz says the company should start by fixing its u.s. business, which he says was the, quote, primary reason for the company's fall from grace. starbucks hasn't commented, but its current ceo said last week he's mounting a turnaround, including speeding up service during morning hours to meet customer demand, and youtube is testing out ai to help you skip to the good part.

in 2022. the launch time this time is set for a little after 730 tonight. our time for the month of may. we continue to amplify a nhp story. yeah. today in the bay's mike inouye joins us with more on the scholarship that's helping a lot of first generation students overcome those obstacles. yeah, we forget that not everybody is in the same situation. we have such diversity in this country. but as talk turns to college admissions and college tuitions, of course many in the aa and nhpi population struggle to meet those financial needs. it can be also intertwined with less tangible trials. our biggest challenge is really kind of what you were speaking to, which is the model minority myth and this idea that all asians are, you know, one monolith, that they're all very successful, that they're all going to ivy league schools or very prestigious state schools. we are one of the fastest growing communities in the united states at 25 million strong. we have 48 different

ethnicities within our community, and we speak over 300 different languages. and so we receive less than 1% of philanthropic dollars. and that really goes back to this idea that, the myth that that we're just a very successful, homogeneous group now being based in washington, dc, doctor harmon tells me they are continually trying to raise the community's voice and taking opportunities to have a seat at the table when it comes to policy and to implementation. another misconception, i should say, is that we just don't have as big of a population. and so because there aren't as many pacific islanders, for example, you know, we shouldn't be investing in them. i hold that to be, something that we have to dispel now, it's not just financial help. apia scholars also provides help with other obstacles, particularly to first generation college students as well. it's a whole different environment. getting into college, as you guys know, is a

tremendous first for any generation. but staying in and completing college is the goal, and that's what they're helping with that retention. it is so important. you're right. thanks, mike 519 and trending this morning. track and field star sha'carri richardson is ramping up her preparation for the paris olympics this summer. but she had a moment to sit down and get a manicure with singer cardi b. it talked about how training for the olympics compares to writing an album. how many times a week do you train for? how many hours? like, what do you do like? it's like, i literally train five days out the week. wow. all right. cardi b says she is locked in to finishing her next album, just like richardson is for the olympics. richardson says she hopes her hard work will result in a gold medal on the track. they also talked about the atmosphere here and how it will be electric in paris compared to other cities. remember, nbc bay area is your home for all things olympics. our jessica aguirre is training to be ready for the paris

olympics as well. she's going to bring us complete coverage on sha'carri and all of the other athletes as well. they kick off on the 26th. okay. i really want to know is like, how do you lift weights with those nails? i know, i'm like, how do you turn a tortilla on on the griddle like that? melting them. we all have our own focus. put in contact. oh my gosh. yeah. right put two of those are the questions we easier if you want to go home. oh yeah. from way over here. over here. boy that you were not kidding about that rain on saturday. oh my goodness i thought we were gonna get rain shadowed in san jose and the snow in the sierra. yeah. that was a lot all in one day. and it only came over the course of a few hours. so it caused the problems with the flooding. and as we take a look at some of those numbers, looking back on how much rain your garden got over the weekend, well, and looking at santa rosa, we had 1.18 and our normal monthly rainfall for may in santa rosa

was just below that. and so looking at a lot of these numbers, we made it to or even above our monthly rainfall for the month of may with san francisco 2.9. that was exactly what the computer model said ahead of time, when our normal monthly may rain for san francisco's less than three quarters of an inch. so we did pretty well with that system that moved through, and now we're left with the chilly temperatures behind the cold front. we're in the upper 30s in santa rosa. it is 44 in oakland and 45 now in san jose. and looking at santa rosa with a gradual warm up throughout the morning into the afternoon, we'll go from mid 40s to low 60s and then reach into the mid 60s for later today. and we'll see some upper 60s for the south bay down to morgan hill and 71 in concord today. tomorrow it will be even warmer and that will be the trend as we go through the week. if you've been looking at your microclimate at the bottom of the screen, we are going to be very warm by wednesday,

leading toward the end of the week as the storm system continues to move away. we're still looking at a storm track across the pacific northwest, but then by the middle of the week, we'll start to see this high pressure building that's going to heat up our temperatures and take a look at what we'll see going from 50s over the weekend to upper 80s by the end of the week. that is such a big warm up over the course of just a few days, but we don't have any more rain coming our way. mike, what's going on with that crash in pleasanton? yeah, a little workout for folks over here as well. we're looking at big changes in speeds going from at speed on 580 and 680, coming south to just past the interchange. before you get to stoneridge, you're grinding down to almost a crawl. here it is a crawl all the way down toward the earlier crash. we continue with this big problem with two lanes blocked by sand and debris from a crash at bernal, highway 84 picks up the volume. others may head to the castro valley. why back to you. thank you. mike. next on today in the bay

tracking what we can expect. boy, what a one day winter we had. yeah, and then in a few days, it'll be like, what, a few days summer? yeah. that'll be here. we have some major changes coming in over the next few days . kind of like the weekend. we're going in the opposite direction. so now as we're starting out this morning, it is all clear and we'll have a lot of sunshine today. it's a cool start to the week, but we'll be warmer midweek into the weekend with summer like temperatures coming our way. as you're heading out in santa clara, it is a chilly 47 degrees and will gradually warm up today with sunshine and head for the upper 60s for the afternoon. mike. it is a tough start to the week and pleasant. yeah, you know what happened. you know those yellow barrels on the side of the road? they're attenuator barrels are supposed to slow you down in case of a crash. crash sand all over the freeway. two lanes blocked, but the sweeper crews just learned our buddy kevin over at our news desk says chp told them the sweeper crews are making quick work. not quick enough, folks. it is jammed from

the dublin interchange, almost three miles down past bernal. folks are hitting highway 84 as an alternate, which typically starts to build about now anyway , the other arrow there 580 over through the dublin grade, not showing a lot more slowing, but we should see more traffic building into the area soon. so we'll track that and we'll see. hopefully a clearing in the next 20 minutes. we're looking at a build for highway 437, and the metering lights are turned on at the bay bridge, but nothing unusual there. back to you, chris. thank you mike. later today, president joe biden's top diplomat is set to visit the bay area. today. the bay is bob redell joins us from menlo park. bob. secretary of state antony blinken is coming in with a message for cyber criminals. he is a first. he'll meet with biotech experts at this firm behind me here in menlo park. but then secretary of state blinken will head up north on the peninsula to san francisco to delivered a keynote at the rsa security conference that kicks off today in san francisco to announce the rollout of the administration's new international cyberspace and

digital policy strategy, according to politico, the country's new cyberspace strategy will include the announcement of a new $50 million fund to help our allies enhance their own cyber security efforts. last week, secretary blinken was in israel, where he tried to broker a cease fire between the israelis and hamas and also the release of the israeli hostages being held by that terrorist organization. israel has started dropping leaflets in rafah. that's in the gaza strip, warning more than a million palestine civilians to leave before israel invades in an effort to root out hamas. if netanyahu and israel go into rafah, there's no chance for a hostage deal or a cease fire. well, look, we're we're focused on the haskalah. i believe the israeli government is as well. and that's, i think, evident from the fact that the proposal, the most recent proposal they put on the table, shows that

they're willing to make big compromises in order to get a deal. secretary blinken is in town for just part of today. later this morning, as i mentioned, he'll meet with biotech experts at this biotech firm behind me in menlo park. then later in the morning with quantum technology experts in sf before delivering that keynote keynote at the rsa mid-afternoon . then he'll head to guatemala to meet with that country's president, reporting live here in menlo park, bob redell, today in the bay the president of san francisco state plans to meet with pro-palestinian protesters this afternoon. an open negotiation is expected to take place. demonstrators are calling on the school to disclose and withdraw all investments, with companies doing business with israel and declare opposition to what they call genocide in gaza. it will be hosted here at the quad over our encampment. we're going to be discussing our terms of demands, and we are hoping that we come to a concrete conclusion. and if we don't,

then we'll continue the work that we are doing. a protest spokesperson says the demands are non-negotiable. students at stanford also remains steadfast in their protest against the university. things were peaceful at an encampment at white plaza over the weekend, but it's been two weeks since protesters started setting up dozens of tents there. a group spokesperson says they refused to move until the university agrees to divest from companies making weapons, oil and gas as well as surveillance systems used in the israel-hamas war. stanford has warned students that their camps violate university policy, but so far the university has not forced them out. in southern california, usc students protesting the war in gaza got an unwelcome wake up call over the weekend. they were forced to pack up camp and leave university grounds early sunday morning. police officers in riot gear helped campus officers clear that massive encampment out. university officials say they called in police about 12

hours after warning that the encampment was in violation. one person is dead after a shooting in oakland over the weekend. it happened yesterday around 1210 in the afternoon at the corner of 12th street and lake merritt boulevard. police say the gunshot victim crashed into a motel parking lot on first avenue. so far, no arrests have been made and that investigation is ongoing. now to a live look at san francisco, where the renewed crime fighting effort appears to be paying off. according to the chronicle, which analyzed the most recent police data for each neighborhood collectively during the first quarter of this year, reported crimes fell by 30% compared to the same period one year ago. nearly every neighborhood experienced a decrease except for one. crime rates in noe valley were higher by about 15, but that is being attributed to an increase in reported car break-ins. happening today, parents in one south bay school district will call on administrators to rethink the upcoming transfer of

two popular teachers. according to a web signup page, the teachers are loved by their second and third grade students at san jose's forest hills elementary school. posting says the teachers are being transferred involuntarily, and the campbell union school district will only say it's for the benefit of the community. early this morning we did contact the district and we're awaiting the response. parents are planning to protest this morning outside of district headquarters. developing right now. police in san jose not yet saying if the double stabbing, which injured a child and an adult, were tied to nearby cinco de mayo celebrations. it happened in the early evening hours last night, not far from the cinco de mayo celebration is happening off of king road. police say both of the victims were critically injured. they're not saying if they have a suspect description or a possible motive are separate from that stabbing. there were festive cinco de mayo celebrations happening all around. san jose. other

festivities happened with a parade starting at city hall yesterday. that parade wound through the city, ending up at plaza de cesar chavez for an all day festival over in east san jose. people lined the streets for a different parade. some members of our nbc bay area telemundo family proud to ride on that float. also rolling out hundreds of low riders for more than from more than 70 local car clubs. that's always a favorite. damian damian trujillo and his family got to go for a ride in one of those low riders. check it out. video showing the parade look like from his vantage point . looks like he had the best seat in the house. laura. yeah, no kidding. and you know, i was so glad that the weather cooperated for cinco de mayo and all these parades on sunday, especially because it was so rainy on saturday. a little. yeah. kerry's got a look at our forecast for today as we take a live look outside the sun

robinson and his brother jake disappeared last weekend during a trip to baja. they never arrived at their rental unit in rosarito. authorities later found their bodies in a water well. investigators now believe they were the victims of a carjacking gone wrong, and may have been shot after they tried to fight back. their friends are devastated. it's tragic, very tragic. colin was a good guy, a surfer. i knew he played rugby. mexican police have already arrested at least three people. they've also reportedly recovered. one of the victims cell phones being used by a suspect, a southern california man accused of threats against fulton county, georgia district attorney fani willis. willis is leading the election interference case against former president donald trump. a federal grand jury indicted the 66 year old san diego area man last friday. documents indicate he repeatedly used social media to threaten her with violence.

he'll be arraigned in june. it is 545 right now and moving you forward this morning. tourism in california is back and better than ever. according to a report from visit california travel spending in the state was up in 2023. governor gavin newsom made that announcement high atop the golden gate bridge. he says travelers spent a record $150 billion in the golden state last year, which is a sign that people are maybe ready to move past the pandemic. while the tourism spending in the bay area and san francisco is on the rise, it has not yet caught up to pre-pandemic 2019 levels. now, the ceo of travel san francisco says part of the challenge for the city is that there are not as many travelers from asian countries. we have a really, really high dependance on international travel from asia. in san francisco, it's a very, very big part, an important part of our our of sort of our visitor mix. and that is still lagging. now, he says that this could improve as

the number of flights increase again between china and the us. but that could take some time to mark today's holocaust remembrance day, an emmy winning director will screen his remastered documentary for lawmakers on capitol hill. i feel so peculiar standing here with you because you're alive. it is terrible that so many people had to die. the film is called the rescuers, as it tells a story of 13 diplomats who risked everything to help jews escape the. filmmaker michael king says once those diplomats were found out, many of them lost everything. a bill now stalled in congress would honor them for their brave acts of kindness. you know, one thing the film gives you is hope? hope for better days. hope that for our children, that these events will never repeat themselves. the bill called the forgotten heroes of the holocaust, congressional medal act, would

honor 60 global diplomats who courageously saved people from the holocaust. the film actually came out in 2011. it's available to view on tubi today. it will be screened during a panel discussion in washington, d.c. i have to watch that one. may is mental health month and quite a few people are still struggling post pandemic. according to self-screening data by mental health america, 2.1 million people took screenings in the u.s. last year, 41% of them under the age of 18. 79% of the people who self screened had moderate to severe symptoms of a mental health condition. and among those people who screened for depression, more than a third reported suicidal ideation. we talked with the president of mental health america about those findings. we're seeing more people screening themselves. we're seeing more people take the screens for more serious conditions and we're seeing a

over the weekend. on saturday, a lot of the rainfall totals that we had were more than our usual amount for the whole month of may, so this was a very significant storm for this time of year in the santa cruz mountains. and ben lowman, there was nearly two inches of rainfall and as you remember, it only came over the course of a few hours. pacific had over an inch of rainfall. san francisco 9/10 of an inch of rain. and what we typically see for the month of may is less than three quarters of an inch of rainfall. so we were well above that for many of our microclimates, excluding the north bay, where we did have still some high rainfall totals. but usually we get a little bit more. and then looking at livermore as we go throughout the day, we'll have a chance to dry out. but it is still a very chilly start. and now the temperature is behind. that system are slightly below what we usually see for our high temperatures will be in the mid 60s low 70s for concord, 68 for martinez and napa and san francisco 62 degrees. if you've

been looking at the bottom of the screen at that 7-day forecast, you'll see that it's going to warm up quite a bit over the next few days. we are going from 50 on saturday to some upper 70s and then eventually low 80s, a few of us hitting 90 degrees this weekend. so it's going to be a big warm up now that the storm track. still heading back farther to the north, we'll see high pressure building. and that's going to heat up our temperatures as we get more of a northerly wind over the next few days and a lot of sunshine take a look at these numbers here. will be in the upper 60s, low 70s for today and then upper 70s tomorrow. but then on thursday mid 80s upper 80s on friday and it's still going to be very warm this weekend with san francisco in the low 60s this afternoon we'll see some mid 70s for thursday and friday. mike, are we seeing now some improvement through the tri valley? we are kerry we're seeing a little improvement. you know we're now

seeing slower speeds than you'd like but spread out. look at that. folks that were jammed up north of bernal after the lanes cleared the sand cleared the debris and the crash were all cleared to the shoulder. we have folks slowing down in towards sunol, but again, this is a better overall speed. heading south of that, it's the dublin interchange. we have a slower speed heading south for vasco road. now we're about 2420 five minutes from marsh creek down to 580. so out of contra costa county the build happens, but nothing dramatic. and the altamont pass is moving smoothly as well. the rest of contra costa county shows a pretty similar backup that we typically see on a monday highway for highway 37, richmond for west 80, and of course, the bay bridge. the metering lights have been on. they're slowing approaching san francisco and the backup here because the metering lights are on, is back to the end of the parking lot, as well as off the 880 overcrossing at the bay bridge. back to you. thank you mike. happening now. small business week is kicking. off in san
