running to represent silicone valley in congress. this is cbs news bay area. with juliette goodrich. we heard the complaints, we have seen the thieves in action. burglaries and other acts of lawlessness has been a big concern in oakland. but, tonight, something to celebrate. new numbers show that crime is actually down this year overall by 33% compared to last year. there has been a 50% of drop in burglary and theft. and a 17% drop in homicides. the only category that actually went up was robbery. the work clearly is not over yet. but it is a hopeful sign. we took a closer look at what has changed in the city's strategy and if people in oakland are taking notice. >> reporter: city leaders say the stats are a step in the right direction. for some local businesses they are not feeling

the impacts just yet. . >> we had a couple break ins. it does not seem like it is safe here, you know? >> reporter: jonathan perez says they were lucky no one was in the restaurant when it was broken in twice since the beginning of the year >> i think it happens so regularly we are not as scared as much we expect it somehow. >> reporter: according to data, -- violent crime is down and according to leaders in is leader -- it is because of the ceasefire. >> it led to all crimes >> leading the city's office of violence prevention and has been working to revive the ceasefire program. it was hugely popular in the 2000s

during the gang program. they bring in community leaders to talk to those to reduce retaliation shootings and other serious crimes. >> the folks at the center of the group in gun violence in the city are heavily involved in other crimes including robberies, including burglaries, car break ins. >> reporter: crime rates come down on paper since the beginning of the year many like jonathan say they don't feel that much safer. but, hope things will continue to move in the right direction. >> if there is no hope what are we doing? i hope things get better. i like to keep a positive attitude, always. >> another part of the strategy is to continue the violence interruption programs. something that the new chief will be overseeing when he gets sworn in later this month. >> thank you. earlier this year the state sent 120 highway patrol officers to oakland. today the mayor credited state and

federal collaboration for a drop in crime as well as a partnership with oakland businesses. she issued this statement saying in part, i am proud of the progress we made together as a community. however, our work is not done and we will continue to fight for the safer and more prosperous oakland we all deserve. in another sign of recovery for oakland the city's baseball team, the ballers, they just released renderings of their new field. you can see the b in the center of the field. it is part of a $1.6 million that is coming from private funds. season home opener is june 4th. . may day, this year, the focus is not on worker's rights, not only on worker's rights. in san francisco, a march to city hall to show their support for the palestinian people. in san jose there was a large crowd

gathering at roosevelt park to speak up for the rights of fast food workers and other labor rights. back in oakland, flying over a march at the port of oakland where several patrol cruisers were stationed. a large crowd then continued to the plaza. we are live now, and jose, fortunately and hopefully everything is peaceful right now? >> reporter: it is right now. you can see behind me right now. the other side you can see how this is empty right here at oakland city hall. but this whole thing started, take a look at the video. it started at 2:00, down at the federal building. this was like hundreds of people that started walking all of the way down broadway. they got all of the way down to the square. we had a chance to talk to some of them why they are using may day as another opportunity to get this message across. >> i am glad to see people

early morning violence calmed down. as you can see here, tents remain. law enforcement officers were stationed throughout the campus today. the school's library will not reopen until monday and royce hall, that was vandalized closed through friday. midterms, postponed. >> you want to go to class and use their library and be able to go to the hall, it is a shame. we came here, paying all of this money to learn to use the facilities, use the library and we can't. >> that is a look at some of the overnight clashes that was around the tent city that barricaded themselves in with plywood, counterprotesters moved in and tried to pull them down. we saw fireworks,s in fights, police eventually separated the groups. 15 injuries were reportedip cluing one person who was sent to the hospital. governor newsom released a statement saying the limited law enforcement

response was unacceptable. the right to free speech does not go to violence and lawlessness on campus. >> reporter: here in the pay area the encampments remained peaceful places. the police have not tried to move in and break them up. at uc berkeley there are 175 tents this camp started 10 days ago. since then, they popped up at stanford, sanom accounty. no sign that the authorities are going to break them up as opposed to new york where 300 protesters were arrested at college campuses overnight. it is interesting to see the different strategies from law enforcement and universities on how to deal with this. >> absolutely. different areas and universities where some are calmer like the ones in the bay area, take note, i hope that continues. and, so we will see what happens. >> we will follow it. >> thank you. still ahead, results. they have been finalized in a closely watched race in silicone valley congressional seat. which candidate is

. the results of the closely watched recount in district 16 race are in. assembly member low will face off against sam lacardo in november. low won the recount by five votes, knocking supervisor joe samitian off of the ballot. it was going to be a three-way race until a former mayor staffer requested the recounts

in san mateo. they allowed seven new challenged ballots to count that allowed low to pick up. samitian congratulated them both. we have seen restaurants doing away with tipping and replacing them with the service charges, automatically on the bill. there are still a lot of debate if that is fair. well, those extra charges that are as high as 20% of your bill are about to be illegal. lauren toms reports, industry experts say it might not translate to cheaper bills it could be bad for customers and restaurants. >> reporter: diners in san francisco often think twice when they see a common line at the bottom of their menu warning of a mandatory service charge. under a new law, that may be going away. food experts like marci who writes a popular news later table hopper says it

is not great news for customers or the restaurants. >> just when you thought your pork chop was already expensive, guess what, we will be seeing higher prices. there is nowhere else, you know, restaurants can put the fees and cover wages, especially higher hourly wages now that they had to offer to retain employees. >> reporter: a law taking effect in july would ban junk fees seen in ticket sales, on tuesday, state attorney general confirms that also applies to restaurant fees. >> it is used to create an equitable model for employees, typically servers make much more money than those working back of house and your dishwasher. so, what it does, it creates a way for those funds to be distributed for all.

>> reporter: he has seen the restaurant price roller coaster. he says the change may not be all bad news. shifting attention back to mom and pop restaurants. >> the restaurants you go into and you feel like you are part of the restaurant. it is secondary. i think as long as restaurants maintain that, knowing their customers and really being that neighborhood restaurant, i think they will do okay. >> some fear that the change could make restaurants less equitable for staff. golden gate restaurant association director says restaurants will be in a bind for how to keep up their wages while also keeping customers coming >> so, now, do you take their rate down? do you go to an old fashioned tip model say to your servers you have to tip out the whole house? that drops everyone's salaries or raise your prices 20-25%? >> reporter: for marcia, customers may feel a relief they will still feel it in

their wallets >> if you were to look in your magic ball how would you see restaurants in this city adapting to this new structure? >> reporter: i see prices raising, you know, easily 5-15%. it is going to be tricky >> not all is lost. it could end up, things could change. >> look at that menu. that'll be interesting. paul, are you a big tipper? 20%. >> at least. >> at least. i mean, it has to be really bad service to dip below 20%. >> because people know who you are? >> no, because they are working really hard for their money. treat your server list and hopefully, yes, good things happen down-the-line. let's take a look at what is happening weatherwise. sunshine, breezy, that is the case for tomorrow and most of friday before big changes kick in as we head into the weekend. enjoy the warm weather while it is here. a pretty view of the almost sunset skies, looking

towards the golden gate. sun goes down a few degrees, inland spots, upper 70s, lower 80s. dropping down to mostly at the lower 50s tonight. a couple degrees above average, upper 40s for the cooler parts of the area on thursday morning and mild day for the day of may. taking a look at where high temperatures end up. a mix of high and upper 70s and lower 80s. should be short of 80 degrees in livermore, a little warmer for antioch and concord, likely to touch 80 degrees, lower 70s for fremont, redwood city and lower 60s along the coast. that is a couple degrees warmer than today. the influence definitely still with us so that wind will not be strong enough to push the cool air inland. closer to 70 degrees in san francisco that is several degrees above normal with the temperatures reaching up into the middle 70s and 80s. inland, north bay. high

temperature in napa. there are changes down-the-line, throw. let's take a look at future cast and track the approach of the next storm system. we will zoom through the next few days here, cloud free conditions, that is nothing exciting to look on the maps where we have clear skies over head. a few clouds begin to approach by about this time on friday. those clouds can thicken on friday night and rain showers moving into the north bay before the sun comes up saturday morning, the best chance of rain will be sunrise and midday on saturday. moving pretty quickly across the bay area and tapering off to lingering showers saturday afternoon while the snow continues to fly in the sierra. they are looking at 10-20 inches of snow adding up there over the course of the weekend. something to keep in mind. the showers winding down saturday afternoon. it will be breezy. it is also going to feel like february out there with the temperatures well below average and good chance of rain moving in. how much rain overall? future cast . this is the

middle ground of total rain. talking about a quarter of an inch to half an inch of rainfall. impressive for early may. average total rainfall in the month of may for san francisco is 7/10th of an inch. some years more, others close to 0. this forecast model saying close to half an inch in the city would represent close to our average monthly total. just over the course of the first few days, hopefully washing pollen out of the atmosphere. high category, thursday, friday, then, a significant drop to that pollen count on saturday. does not take long for things to climb back up already making it back up the scale a little bit on saturday. and of course, the big thing that you noticed not only is the chance of rain but look at the drop of temperatures from friday to saturday. a 20 degree drop inland. 80 degrees on friday to around 60 on saturday. that is the average high temperature in early to middle february. we do warm up and by the middle of next week temperatures should return to pretty much normal by

tuesday and wednesday. that means middle 70s inland back into the middle to upper 60s around the bay. it will feel raw out there on saturday. wet, cold, windy. i don't think we will have a wind advisory posted. gusts at or above 30 miles an hour. largely after the rain wound down. behind the it. your temperatures should climb back up to at least in the neighborhood of 60 degrees by the middle of next week. watching those rain chances as they get closer. i will have an updated look at future cast. >> and snow in the sierra. >> a couple feet. >> all right, paul, thank you. >> a good portion is about to disappear. what will go in its place. there is a good one. okay, a cat from utah ends up in california via an amazon delivery. we will explain

spotted on the pier. the work is completed and it is safe. more officers are deployed throughout the city in an effort to crack down on parking violations, mayor london breed says it is all part of the city's vision 0 pledge. so, starting there week, sfmta will send additional officers to different districts to ramp up enforcement on parking violations. they are cracking down on where cars block sidewalks and crosswalks. erosion by san francisco ocean beach has been an issue for a decade now. an area of concern? the great highway on the south side of the slope that is closed to the san francisco zoo. now the city is moving forward with shutting down that stretch of roadway. these renderings show what could go in its place. featuring a walk way and a new

rest room building along the beachfront where the two lane highway used to be. the board of supervisors is set to vote on the highway's closure to cars later in the year. the cdc is warning about an e.coli outbreak linked to tainted walnuts produced in california. a dozen people infected in our state and washington state. so, the cdc says seven people were hospitalized, two have developed a type of kidney condition, the walnuts were produced at gib son farms in holester. the company recalled the organic light halves and pieces walnuts, the cdc says stores that should notify customers about this recall. curiousity got the best of this little guy in utah. how it ended up hundreds of miles

. i have been waiting for this story. curiosity got the best of one cat. playing around in an amazon box and accidentally got shipped to a different state. the couple packed a box to return shoes and did not realize their cat was hiding inside. they spent hours looking for their beloved cat. when it seemed all hope was lost they got a phone call that her microchip was detected 650 miles away near riverside. >> i could not believe that she was in california. i thought it was a prank. still, still hard to wrap my brain around. >> my goodness. amazon employees took her under their care until the family could be
