in the east bay a standoff on i-80 has brought the evening commute to a complete standstill. >> good evening. i'm elizabeth cook. >> i'm ryan yamamoto. this all started with a chase all over the bay area this afternoon. anne makovec is following the latest developments. >> this all started before noon with a freeway shooting on 101 near windsor in santa rosa. the hunt for that shooter went on for hours and the standoff is underway as we speak. let's go out live to i-80 in fairfield. in that silver sedan on the left hand bottom side of your screen is a person accused of shooting into an suv this morning. a woman was driving that suv. she was not injured, but her window was shot out. officers tracked the suspect vehicle's license plate. they found that vehicle at around 2:00 this afternoon with a driver in it near rohnert park. from there the case was on. here we are three hours later. the car has been stopped in

fairfield for almost two hours. officers are in a standoff with the driver whom they believe is still armed. they're planning their moves carefully. our chopper watched the chase earlier this afternoon down 580 on the richmond-san rafael bridge with several cop cars on the tail of this silver toyota corolla. it was never going terribly over the speed limit, topping around 70 miles an hour driving through the north bay, eventually moving east. the driver avoided spike strips after several attempts by officers to stop that vehicle as it went from petaluma to oakland. the corolla bobbed and weaved through traffic until it finally stopped in fairfield near 680 by the cordelia junction. that is when officers lined up a few yards from the car and that is where we are now with all eastbound lanes closed. you can imagine there is a traffic backup building right now right in time for the evening commute, of course. the live look here at our traffic map, these are the conditions now. anybody heading to the sacramento area from the bay

area should reconsider driving through that area, no timeline when those lanes will be reopened. let's go back live to the scene now. again, this is solano county near fairfield and the cordelia junction with 680. you can see that silver car there on the right hand bottom of your screen. all eastbound lanes of i-80 are closed as officers wait to move in on that shooting suspect. the person is in the silver sedan and is presumed to be armed. we're going to continue to monitor this this evening and bring you any updates on this newscast. live chopper is streaming now on our streaming service, cbs news bay area. >> what a nightmare for drivers. thanks so much. to san jose now where a police officer is in critical condition after a shootout with a domestic violence suspect today. >> officers were called to a hotel today after reports that a man was threatening a woman and her three children. the hotel located on st. ignacio

avenue in the santa teresa neighborhood. we heard from the acting chief this afternoon. >> this is the classic reason why police work is so dangerous. it's the unknown. >> our da lin spoke to a man staying at the motel where it all went down. >> reporter: police say the shooting happened at this extended stay america hotel. one officer was treated and released. they say a second officer was shot multiple times. they say he had life threatening injuries. he has now stabilized in critical condition. san jose police surrounded extended stay america st. ignacio avenue after a gunbattle erupted. investigators say the 33-year-old suspect, kevin breona shot two officers. at least one returned fire. this hotel guest heard gunshots from his room. >> it sounded like a pow, pow

thing about four times. >> reporter: responding officers told them to shelter in place. >> stay in your rooms. stay safe. don't open your door. stay in. >> reporter: officers say they responded to a domestic violence call around 10:30 thursday night on the third floor. >> a mother and children were sheltering on the other side of a thin motel door from a known man who had recently committed violence on them. >> reporter: acting san jose police chief paul joseph says that mother already has a restraining order against the suspect. it's unclear if the mother and children were living at the hotel to stay away from the suspect or how he found them. the department released a couple photos taken from chest cams. police say brionis walked away from the hotel room when he saw the two responding officers. when the officers tried to talk to him, they say he reached into a duffel bag, pulled out a gun and shot the officers. >> the suspect fled running away from the officers while shooting multiple rounds at them. at least one officer returned fire and struck the suspect. >> reporter: they say the suspect jumped out of a third

floor hallway window. backup officers arrested him nearby. they say breonis also sustained life threatening injuries. he's stabilized in critical condition. >> when officers contacted the mother and children hiding in the hotel room, it became apparent that their lives were likely saved by the responding officers. in the room was a survivor of a recent domestic violence attack. we learned the suspect had an arrest warrant for that domestic violence incident. also hiding in the motel room were three children ages 8, 10, and 15. >> reporter: the acting chief said they recovered a handgun used by the suspect. as for silas staying at a hotel to receive cancer treatment at a nearby hospital is glad they are safe. >> it's becoming prevalent. that has to stop. >> reporter: police say the

officer released from the hospital has been with the department for about 3 1/2 years. they say the officer who is still in the hospital has been on the force for about a year. doctors say he is expected to survive. san jose mayor matt mahan also addressed the shooting today. >> i'm profoundly grateful for our officers' work, their sacrifice, and their bravery today and every day. >> police say so far this year the department has confiscated 313 illegally-possessed guns. the acting chief says people that have guns when they shouldn't possess the biggest danger to the communities and police officers. switching to weather, a strong may storm is about to arrive forcing cancellation of some weekend plans including closures of highway 37 for repair work set to begin later tonight. an annual favorite in san francisco has been called off

for tomorrow. the how weird fair. >> hayward and san pablo are canceling their cinco de mayo celebrations. shouldn't they have the weird fair during the rain? it's going to feel more like new year's weekend as opposed to cinco de mayo. we'll see a big change in the weather as we head into the weekend. the first thing you'll notice is an increase in cloud cover. that will happen as we head through the rest of tonight. the wave of clouds accompanying this storm system will move into the bay area through this evening and the overnight hours, but nothing falling out of those clouds until early on saturday morning. we'll still be dry for about the next 12 hours or so. once the rain does start to fall we are going to see decent amounts by may standards. we're putting up the total amount of rainfall that we expect in the circle and next to it the arrival time of that rainfall. north bay it arrives around 6:00 a.m. to 7 a.m. and the amounts similar

across the bay area, a half inch to an inch of total rain. it will take longer to drop down to oakland and san francisco, closer to 7:00, maybe 8:00, antioch and livermore not till about 9:00 a.m. and santa clara waiting for late morning to start. once it does arrive you'll see amounts very similar to everybody else, a half inch to 1 inch rain, and it's going to be cold for early may, temperatures 5 to 10 degrees average around the bay, 10 to 20 degrees below average inland. it's a one or two-day cold snap. we'll look at the warming trend in the seven-day forecast in a few minutes. could outdoor drinking help revitalize san francisco's nightlife? mayor london breed hopes so. she's backing a measure that would establish an entertainment zone in the

financial district. it would allow bars and restaurants to sell alcohol on the front street between california and sacramento. to make that happen, the city needs to cut down on red tape. >> i am trying to get rid of the bureaucracy when takes away the fun in what so many of our small businesses are trying to create. >> it's part of a broader statewide effort that could see the creation of more entertainment zones in san francisco and elsewhere. here's a live look from the other side of the bay where first friday festivities are getting underway in oakland. you'll find food, live music, and more in the kono district until 9:00 p.m. this is the second first friday of the year. the theme tonight, celebrating latin pride. san jose is getting ready for its big cinco de mayo celebration this weekend. that includes one unique shop that's bringing two cultures together. >> my first job was in a taqueria as a dishwasher and prep cook. >> at 5:30, how the owner of

backup stretching for miles and closing the highway both directions right now. >> joining us on the phone is officer david deroot from the chp. what happened and what's the latest now? >> this was an incident stemming from this morning. there was a highway violence call in santa rosa southbound 101. there was a freeway shooting into an suv. nobody was injured in that shooting. vehicle exited the freeway, spoke with the victim, got a good description and it was this vehicle we are in the standoff with. so about three hours later from that incident we located the vehicle in rohnert park and it was occupied and that led to a pursuit when we tried to contact them. >> from our view we see that silver car, the car in question here, and then you see a bunch of officer cars and people standing outside. are they trying to negotiate with the suspect? i also saw a drone

hovering over the car there. what's going on? are they trying to arrest this person or trying to negotiate with them? >> well, we have every reason to believe there is a weapon inside the vehicle from what happened this morning. so we need to take every precaution and use the bearcat and fairfield pd, chp, making a plan to get up there and contact the driver safely for everyone involved. >> officer, as the standoff continues and we're seeing that large backup on i-80 both ways, how far is that traffic backing up right now? >> for a ways. i'm not even too sure. it's pretty terrible right now. it's really, really backed up. we ask everybody please be patient. we know it's bad, but we have to do everything we can to make this the safest outcome possible. >> it looks like they're trying to reroute some of the drivers off the freeway and unfortunately if you're trying to make your way to sacramento in that direction, there

aren't too many other options. are you advising folks if they are coming from the bay area or san francisco to come through napa and up and over? is that the best way? >> avoid the area in any way possible. i would not head near this incident on the freeway. it's just past near the highway 12 transition with the 80. so everything you can to avoid the area. >> again, all roads are closed on both directions of 80 in this area. officer, any kind of timeline that you can sort of give us for drivers that may be looking to plan their commute or plan their drive today? >> unfortunately, no. we have to do the safest thing possible to have the safest outcome. we do believe like i said, the subject is armed inside that vehicle. so we have to utilize every tool and equipment we can to have a safe outcome and we're hoping to clear things

our ecosystem. >> reporter: joseph kurty is an ecologist and said without bats, life would be far less enjoyable. >> we wouldn't have coffee, chocolate or tequila. >> reporter: over 300 species of fruit depends on bats for pollination. they help disperse seeds and play an essential role in pest control by eating mosquitoes and help with the threat of wildfires by destroying bark beetles. bats are declining around the world due to loss of habitat, pollution, and extreme weather events caused by climate change. >> it's very daunting. i'm going to be honest with you. it's very daunting knowing there are all these multitudes of factors leading to their declines and a general apathy. >> reporter: levi sousa is far from apathetic. >> it's been very exciting. >> reporter: sousa is a senior environmental scientist with the california department of fish and wildlife. his team is tracking bats by attaching

small radio transmitters on them. >> this type of technology is really useful in helping us answer questions about how animals might be impacted by climate change. >> reporter: each red arrow is a transmit other a horry bat, the most common bat in california. the technology shows where the bat is traveling and how they're behaving. chaotic weather patterns can change when bats migrate and that can impact their habitat and food. >> there are 25 known bat species in california. they provide billions of dollars worth of pest control for state farmers. the home is to learn more these creatures as the planet continues to warm. we're taking a live look at alcatraz where scientists are monitoring a nest of peregrine falcons via live

stream. this is larry, a doting mother of four, resting with her baby chicks. they are the first family of peregrine falcons to nest on alcatraz in recorded history. you can watch this adorable feathered family anytime on the golden gates national park website. park officials say the idea came from uc berkeley's own peregrine falcon live stream which actually have a direct family tie. larry is actually the daughter -- larry's a girl -- larry's the daughter of berkeley's falcon annie who hatched her first appearance on live stream back in 2018. >> got her own falcon royal family going around the bay area. let's look what's in store heading into the weekend, everybody excited for the weekend, probably not as excited about what's in store weatherwise with a return of january weather for the first weekend in rain. rain heavy at

times tomorrow the first half of the day, then off and on showers, breezy and much, much colder. it's going to be dry but still cool on sunday and then we warm up again heading through next week. let's start with the rain approaching tonight moving into the north bay right around the time the sun comes up on saturday. we'll see that rain spread quickly across the bay area. there will be a fast mover. you see the yellows and oranges indicating heavier rainfall rates that don't linger too long in any particular spots. there's no major flooding concerns with this system, but it will drop a half to an inch of rain in the course of six hours. lingering showers will be few and far between and then we're into a calmer pattern on sunday, even sunshine breaking through the clouds. another estimate how much rain we'll see, the more traditional view, anywhere from maybe less than a half inch of rain in some rain shadowed spots, but generally about a

half inch to 1 inch of total rainfall. this essentially represents the entirety of what we expect on average in the month of may. it's going to happen over the course of about six hours or so. this is going to be a snowmaker in the sierra. the snow level is dropping down to around 4,000 feet. total snowfall will equate to 10 to 20 inches worth, but a lot of this will melt as it hits. definitely tricky travel conditions on u.s. 50 and i-80. outside now, fog hanging out along the coast, upper 50s in san francisco, low 60s in oakland, low to mid-70s inland. later on tonight the clouds spread in acting like a blanket holding in some warmth to ground level, early to mid-50s by early tomorrow morning. we just don't warm up much. here's tomorrow's forecast high temperatures and departure from average, 60 degrees in san jose, 12 degrees below normal,

the warm spot, 56, 57 degrees inland in the east bay, mid-50s along the coast for half moon bay. this is basically the equivalent to new year's weekend when temperatures are supposed to be in the mid- to upper 50s and those are the coldest average high temperatures we get and this is what we'll see for just one day for the middle of spring. this is a very unusual weather pattern. we'll have some gusty winds as well. that's going to accompany the rain as it moves in and behind the cold front driving the rail, 20 to 30-mile-an-hour gusts finally dying down after the sun goes down tomorrow evening. it's going to be a generally raw day, but there is a warming trend past the middle of next week and back to near average temperatures by tuesday and up to the 80s in hand wednesday, thursday, friday. we're talking about upper 80s in the forecast by friday next week, a 30-degree difference from

we're keeping an eye on breaking news where a standoff on i-80 is causing a traffic nightmare for commuters. i-80 is closed in both directions. police have a shooting suspect surrounded after they were led on a high speed chase down 580. you can see a little movement in the car, as there's one or

possibly two suspects in that silver toyota. this happened on richmond-san rafael bridge earlier. this is where the chase ended, near 680 by the cordelia junction just outside fairfield. we'll continue to follow this breaking develop the updating you online and on air. the recent onslaught of protests prompted us to dig into the archives and remember one of the most spectacular protests in state capitol history. on may 2nd, 1967, the black panthers entered the capitol building armed with guns. the shocking display of protest against state gun control legislation, seeking to prevent the black panthers, police patrols, their practice of following officers in black neighborhoods. in this effort steve large explains the lasting legacy of that protest. >> reporter: black panthers in their trademark berets and leather jackets carrying

handguns and shotguns through the halls of the california state capitol. state police only stopped the men after ten reached the assembly chambers. the shocking 1967 protest was aimed at stopping state gun control legislation seeking to prevent the black panthers police patrols, their practice of following officers in black neighborhoods. black panther bobby seal spoke about the black panther mission then. >> we don't hate nobody because of their color. we hate oppression. >> people come from all over the country to see it here. >> reporter: i was shown the history of the movement, including this photo of jennings walking into a courtroom with black panther founder huey newton. jennings said it was the capitol protest that put the black panther movement on the map. >> that particular incident went worldwide because this is an image of a black man, you know, standing up for themselves. hey, we're not

going to take this anymore. >> it caused to us really think about what folks were willing to do in desperate circumstances. >> reporter: sacramento state professor dale allender said this 1967 social justice protest opposing gun control then stands in stark contrast to most social justice movements now. >> they see guns as part of the problem, our overmilitarization in schools, in communities. >> it's my intention to make it a felony to bring a loaded weapon into the state capitol. >> reporter: following the black panther protest, republican assembly member don mullford added an emergency clause to his gun control legislation, passed it and ronald reagan signed it into law making it a felony to publicly carry a loaded firearm without a permit. >> more than 50 years later people still talk about that protest and the mullford act still stands as state law.
