encourage all of our permit holders to attend if possible. we're really excited about all the programming and finally has been finalized. we're excited to announce that mayor london breed will be joining us again this year to give welcoming remarks, which we're looking forward to. and last i checked we had about 175 rsvps which is great. quite a bit more than last time this year. that's fantastic and we hope to see you there and our event will be followed by happy hour. always a great opportunity, all the information is on our website and i did printout the pdf of the program for you all on your google folders if you want to check it out. finally, just a few items for you, relative to kind of corrective action sxz other announcements of that kind. just an fyi that we're at board

of appeals tomorrow night representing the commission and defending a couple of actions that the commission took. i'll continue to keep you a pprised for that a one-time permit, that we issued at our last hearing. and the other one is for palm houses limited, so both of those i'll be representing us at the board of appeals and i'll let you know the determination afterward. our brief in response to the appeals is also in your folder for to you check out and if you have any questions about it, please feel free to reach out to you but you should hear from me by thursday morning regarding the results of those items. and finally, for you all, this is in response to a request from all of you, at our commission hearing from our enforcement update. that we will be bringing in the brickston for potential change

to share. the training of our new team member inspect or rice, has been progressing smoothly. wile incorporating affective training. to manage our workload with our slightly reduced staffing, we have been personally reaching out to complainants for less urging issues. great potential and poised to become a valuable asset to our enforcement team and commission staff. we anticipate completing his training by the end of his month and enforcement efforts. apart from our staffing update, there are no significant actions to report at this time. please feel free to let me know if you have any questions, thank you. >> questions?

nearly 60 years. they're here to apply for a permit that includes indoor and outdoor entertainment. if approved for the permit, they would like to host indoor and outdoor entertainment such as djs and small bands including wedding and bankets as well as outdoor prerecorded music for their patrons. they're requesting an ability to host between 9:00 am and 10:00 p.m. but should not exceed six hours a day from 11:00 am, 11:po am to 10 p.m., pardon. they sent a letter including the fisherman and there was no opposition for the permit. central station approved with their calendaring continue and here to speak with you tonight is the president of scomas,

mary anne. thank you, commissioners, thank you for your time and service, i was a commissioner years ago, and i do know what that entails. i was a president scoma, i just celebrated our birthday, i'm here on the owner listed wiz represent scomas daughters, grandson. we continue to evolve and one of the things that has become apparent is the evolution of our outdoor spaces which we never had prior to 2020. so, with that, has come more and more requests for small trio or perhaps a dj for

wedding mainly is where it's coming from predominantly. so we hope that you will consider allowing us to have the limited life entertainment permit so that guests can enjoy music with their events. and also i think that for the neighborhood of fisherman's wharf which has had its challenges. the resent neighbors that we currently have is because our neighbors on either side are closed and they never did reopen after the pandemic. so unfortunately, you know, luz did have live music. not only will it benefit our guest and scomas and the ability to do this, it will also add some life and vibrancy to fisherman's wharf which is something that we as a neighborhood are trying to do daily. and so thank you, for your time and i'm happy to take any

djs. the applicant is host to go host outdoor entertainment but should not exceed six hours per day and the ability to host sound daily between 9:00 am and ten p.m. but should not exceed ten hours per day. senior inspect or is working with the business to schedule their sound test where he'll set both internal and external sound limit for the space. their team sent an out reach letter to their commercial neighbors and there was no opposition for the permit. sfpd had no added conditions and here to speak with you tonight is the g.m. jake amir.

>> as mentioned my wife and i took over southern pacific this december. we took over in an effort to make this a new business and redefine what the brewery has been. as you know, southern task has been around for the past four yeah years. it's been an after work happy hour drinks environment. we want to drive new people into the brewery and make the space something that people are excited about. i put together a highly visual approach through this. i don't think if i we need to go through all the slides that i have here.

we're family owned and operated that is my wife, she is hitting mind me. we make our own beer and support local breweries as well. we, serve food day and night and we have i think, really this beautiful mixture of indoors and out doors. we have this massive tree and we have trees that line the interior. we're excited about the idea of brass bands coming to play on friz and saturdays. it's a beautiful space that people want to discover or need to discover and we're really excited to bring more energy into it.

>> commissioner pog g*i o. >> aye. >> and commissioner schlander. >> okay, it's been approved. >> all right for the next permit we're hearing from golden boys regarding portola music fest ral now in its third year at peer 30. the festival will take place on saturday september 28th from 1:00 p.m. to 7:00 p.m. and will be amplified sound 15 minutes earlier on sunday september 29th at 10:45 p.m. last like year, the event will have four stages.

the for the of san francisco has approved and an issuance of their special event license. if approved, their one time outdoor event permit would allow golden boys to extend extended of amplified sound no later than 11:00 p.m. on saturday and no later than 10:45 on sunday. they also plan to stagger the stages end time between 10:00 and 11 p.m. to alleviate some of the evening impact. they're also requesting to hold sound checks spa radically, between 12 and 10:00 am and event days between 9 and 12 p.m. like last year, our inspectors will be work withing gold pen boys to determine appropriate sound levels for the event. when setting their sound limits, inspect ors will take into consideration their closest and work with golden

boys to determine mitt nation efforts by the areas most impacted by sound. in terms of complaint data, i want to give you a quick refresher on the numbers based on my report from last october which is also in your folder for this evening. last year, golden boys and the entertainment commission received a combined total of 32 complaints from people in san francisco and combined total of 203 complaints from people in alameda. the vas majority of almeda were 201 from final change in the sunday evening when there was a change in the pattern including wind and fog that did not happen on act and also there was an act that was quite electronic act known as squirlex. to report from the report, sorry dillon wrote this. they worked very hard to be

good residents of san francisco and alameda counties. >> they will have a hotline and center to call and talk about any questions or concerns.

there will be sound requirements. three will be in san francisco and two will be in alameda and in addition from last year, they will also have one dedicated roaming sound monitor in the bay area who tb responsive in realtime and communicate information back to festival staff. they will enable festival staff to check in relation to realtime readings and make as needed adjustments to sound levels in realtime. in your fold they are evening, you will see the permit application, a slide deck with an overview of the event and sound draft plan which will be l need to be finalized, their

draft security plan and out reach materials, a support email from the port of san francisco. to date, we have not received any complaints for this application outside complaints outlined. they had no concerns with this permit. here to speak with you tonight, is aaron from golden boys and tim lee from golden boys and it looks like we have jordan from apu as well. staff is recommending conditional approve with the specific conditions listed in the memo. all right, there you go. >> thank you, commissioner for having us. it's really an honor to be here and to work with you on another edit aration of portola. i have experience in events and my current role helps me to collaborate with experts like

ian, jordan, danny to create opportunities and solve problem sxz bring world class entertainment to the bay. just as i've grown with the company from parking cars to now running festivals in the region, i have seen golden boys grow over the years from very very humble punk beginings to producing the most impactful and iconic festival in history. portola is particular special because all the love and dedication that go into this producing this event. and this is crafted by the community that is by the bay area about 90% staff living only within 50 miles of the site.

but also bit people and that go into this. and i'm excited about the work that we've put into this since day one. and i'm really excited for rainer to elaborate on the successes that we've had over the two years that we've played off and the continued efforts that we're making to address smft neighborhood. being responsible and accountable neighbor is en grained and with your support and guidance, i strongly believe that we can make portola an amazing experience for every one. erin. >> thank you, lovely, thank you, tim. and then, tim is a little bit taller than me. we do have a presentation, i

don't know if we can put that up, i figure it would be good to run through it together. with our actual dates being on september 28 and 29. that we're going to end all noise by 1045. we'll have our sound checks and then additionally some sound tracks happening on the event days in the morning before we actually open doors. the event capacity is estimated

at 20,000 and those will be 21 and up. so mostly adults. so i'll talk through some new and continued things for this year. we're going to readjusting our stage along with our speakers and/or yentation and i'll get into more detail on that when we take a look at the site map in the coming slides that we have. as mentioned we expanded our community out reach, talking to

more people even earlier than we did last year. we will have additional community relation staffing so that includes at least one extra person for our hotline and then additionally that roaming dv monitor that will be for the greater bay area. we're going to be working with the sound monitor the group. and we'll again be working with dave as rat sound as our expert for sound system design and consultation. and then, we'll get into a little bit more detail about all of our community relations but just to mention our career exploration program, that was a thing that we did last year. we have hosted a hiring fair the past two years, we'll be doing that again. and then as we get into looking at the site map, i'm going highlight two things that we're very proud of the improvements

that we made. which is our transportation plan and then, also some of our crowd management. all happening. got it down, this time. okay, so i'm going to start on the outside and again to kind of highlight the transportation improvements that we got based on feedback. we worked very closely with sfmta on better utilizing their white rail station. the actual location for our shuttle pickup and drop off, it will be the same as it has been in the past two years.

between caesar chavez and 25th, that's our pickup and drop off. the first hear --year, we did not see huge ridership so we moved it and we saw great ridership so we're planning on at that stop. and the next ride share and drop off, shifting illinois to be in between 23 and 24th, there is a much larger sidewalk there that allows for easier queuing and it also keeps people from the residential space that's are past third in between tennessee and india. and then as we move inside

further, another thing that i want toed highlight is the improvement for our warehouse stage. from our first year to our second year, we flipped the orientation of our stage. and we did that for a couple of reasons but one major one that we were having issues with e gres and ingress the first year. we changed all the entry or exit ways on the north side to be exclusively exit ways and the way to enter the warehouses on the east side. so it forces folks to go into the festival and then they need to enter on the opposite side and they can only exit on the north side which creates a better flow. pointing out our other stages, our main stage is the larger one in the middle. it's largely in the same position but we have it tilted

we're trying to terminate as much as sound as possible. and then trying to contain the sound. and as we look at the other two stages, they're also pointed directly north into shed d, that is another change. that's a major shift to contain on the site. going to talk a little bit about community out reach, going to brief through, because i want to leave time for comments. but essentially, it's been noted that we expanded that out reach again just earlier and two more folks, we're already talking to alamed, talk to go

our sound mitigation and our same community letter and offering help in distributing that with them. our website is still live, still has our current information and i believe it has our hotline up there as well. on putting together that program, it was very successful, we had 30 participants from different colleges and nonprofit throughout the bay area and we plan to do the same this year. we also hosted the hiring fares, our first year was in-person. it was relatively successful but host iting virtually the

second year really upped our participation and we were able to fully staff our box office and our guest services using those folks. half of our food and beverage vendors are local and we'll be keeping that same percentage if not more. and then our increased and expanded neighborhood cleaning efforts, we did cleaning day with the dog patch neighborhood prior to the event and during the event we were also able to expand our cleaning efforts so that we were able to address some complaints that we received in realtime to actually go out to the spots that were left of our plan and hit them as our crew was out there. it's been mentioned 90% of our patrons with within 50 miles. so we're excited that our

patrons are our community. series of shows that we do throughout san francisco and the bay area. last year, we did 20 different shows, the week prior in ten different venues and we'll be doing at least that if not more this year as well so. getting into sound mitigation. i've mentioned some of this, i'll just go ahead and rehighlight that we'll be work withing the five tv monitors two in alameda and three in san francisco, one thing that we were exciting about, coming outlast year, relatively, but as far as our complaints went, we did receive the majority of complaints versus them going to 311 which is great for us because we're able to actually address those comments in realtime and then make adjustments based on those. versus last yae, i think it was roughly the same or 311 may have gotten more.

so we'll plan on working closely with the entertainment commission team on getting messaging with 311 that will send folks to us versus them giving us their complaints. we did not receive any complaints on sunday, we receive minimal complaints on saturday, and the majority of complaints were on sunday evening from the hours of 6:00 to 11:00:00 so that last set was a big deal for us on that front. and i have highlighted the stage but i think we went through all that. i don't know where we are on time i'm sorry if i'm breezing but i can run for a complaint looks for somebody, seeing a couple of head nods. basically, if we're in a event that somebody needs to go a complaint, if they go to 311,

there is that will direct them to us, they will place a call where they will talk to a real person, in the event that no real person is available because they're on the line with somebody else, they will be given the option to leave us a voice mail so we will still be able to respond to that complaint. we're going to ask for specific information from them, including as specific as location as they'll give us to where they're at, what type of sound they're experiencing and what type of noise is gother them and then additionally some follow-up information. and if necessary we're able to send out that roaming dv monitoring. but in the event that the person complaint is coming from a place that we know is potentially prone where we already have a dv monitor, the group is in the same room as the call center so they're able

to look at the all at stationary monitors and compare and then they can take a look and see what that reading is, and upseding the read thating they're seeing may not accurately reflect what they're seeing and feeling that's why that roaming monitor is going to be going out and have that complaint that that complaintant is having. afternoon the complaint, they will work with dave on our next step on how we can mitigate onsite. so that will include getting the readings again and we'll be able to determine the what the source stage and once we determine the stage working through, we'll take a reading through most likely if somebody is experiencing it, they're experiencing it, then we'll go

yeah. >> good to see you again, thank you for coming back. and thank you for the presentation it's very thorough. i have a few questions. when you do the sound check, you see the decibel readings at the time and they set the levels. >> yes, so the station monitors will be and then we'll have, our sound monitors onsite and then additionally the entertainment commission sounds out somebody to take readings and that's how we base our decimal readings onsite on the entertainment commissioners readers. >> okay, great. and based on your experience last year, when you did receive

the complaints, you were able to respond in realtime, does that mean tweaking the sound or lowering the volume? >> yes. roughly yes, by the time that we were getting to sunday evening, we were feeling pretty good about the mitigation efforts that we had put in and when we started, so once the influx of complaints started around 6:00 p.m., we did start actively trying to make adjustments, but we were a little bit behind the 8-ball and having a hard time where it was coming from and what the main issue was. again, because it was just all of a sudden it's coming at us full force.

so we're going to be better prepared to address those head on and we're not going to start feeling comfortable and having to backtrack to get us to the point where we're now receiving the complaints. >> thank you, i understand. thank you very much. >> what is sound stirring? >> so it's essentially, i'm not the i'm not dave ratt but i'll tell you the basics of how i understand it, it's redirect how the sound is going to go. so the way that they're able to control speakers at this point, they can change the frequency direction and instead of having it, focused down towards the ground if we're seeing a lot of

issues they can point it a little bit up and they can change things on that level. and so that is something that we're going to be going looking at more at depth this year, is how to use that to our benefit just because low frequency is a lot of source of complaints that we were getting this past year, and again how we use that to our benefit starting out and you know, of course. >> i'm just curious on the, the timing you said that on the sunday you're ending 15 minutes earlier. >> correct. >> and how, i'm just curious where did you get that number of how that would help? that sounds like not a lot of difference. >> totally. so and definitely, understanding the 15 minutes does not sound like a son but for us in the, in the entertainment large event business, 15 minutes is a

pretty large amount of time just because we have so many things that we're working towards based on the caliber of artist that we're trying to get and the number of artist that we're trying to squeeze into one day. so there are a lot of different factors that go into that, again, one of them being the types of artist that we're getting and the types of show that we're putting on. but a lot of large of the show is the amount of time that artist are performing in the dark. so it is legitimately a factor that would make us lose talent if they're not able to perform in the dark. >> all right, i understand now. >> yeah. thank you. >> that's all for questions, so you can have a seat and we can get to public comment. we'll start with the room if there is anyone here who has public comment on this agenda

folks trying to understand where the noise was coming from and when it would stop. then last yae, erin and staff reached out months in advance to share a number of changes they made to lessen the impact along with a hotline number to share with the residents. that out reach was helpful but as erin mentioned the impact felt on sunday night were more than the year before, in part because of the weather and programming when the hotline received the hundreds of calls. the vie braisesing caused headaches and migraines and nausea and the windows shaking made it difficult for many including kids. today they have made changes including feedback in realtime, adjusting the stage and ending the outdoor sound 15 minutes earlier than the previous two years, while we greatly appreciate the efforts, we strongly request that the

a vas majority of the complaints are oppositions, 14 of them said that they want the entertainment to end early we are most of them asking for 8:00 p.m. as an end time due to the potential impact of the amplified sound. sfpd had no concerns with this permit. throughout the series, the applicant is hosting traffic meet wgz southern station as end sfmt a and will modify their control as needed on a monthly basis. because this event is brand new and their performer line up will continue to evolve over the month, our staff are recommending that they email us and southern station a monthly schedule of booked acts ten days prior to the coming events. staff are recommending approval with a good neighbor policy and the rest of the conditions you see listed in the memo this evening.
